Early 2011 MBP 13" I5 OS Sierra 10.12.5 I had issue with earlier version of BaseCamp which BTW the update function never worked so I downloaded the newest version of BaseCamp 4.6.3 and I still am having the same issue when starting the program. I get an error message if I click "Report Later" the program will launch and run, in the earlier version it would take a couple of times doing this before it would launch at least so far with 4.6.3 it's consistent so far and launches the first time after doing this.
I have as Garminn help instructed, deleted in Preferences the Garmin preference file and still have same behavior.
I would have hoped by now that Garmin would have figured this out and come up with a fix but at this juncture this is not the case.
