Homeport does not recognize my 60Cx device when plugged into my computer. However, my old Mapsource progam does recognize it. Any thoughts as to why this is ?

How is the 60Cx connected to the PC? USB? I don't think HomePort works with serial connections (just like BaseCamp). MapSource, being an older (and obsolete) program recognizes serial and USB connections.

HomePort 2.2.9 (the latest) is recognizing my 76CSx (essentially the same as a 60Cx) just fine via a USB connection and is showing the data in it.

The C(S)x models have two USB modes: Garmin USB and mass storage. The former is what works with MapSource/BaseCamp/HomePort, the later only allows access to the microSD card (if any) in the unit.

You don't say what version of MapSource/HomePort you're using. You might also have old Garmin USB drivers.
