I'm noticing this as well, usually when my HR is in the 50's or lower.
I have a very similar issue - but the other way round on my 935. The widget seems pretty accurate when I'm resting (HR-40 ish) but when I walk/run/cycle it reads super-high initially (about 50% over vs. what I get when I stop and measure my pulse manually). Sometimes it settles down to the correct rate, sometimes it doesn't. If I stop (completely still) the rate goes to the correct value and then goes sky-high again after re-starting.
With a chest strap I get similar symptoms but not as often and when it does read high, it settles down after 10 mins or so. I've tried different chest straps with the same results. Wetting the chest strap a lot helps but who wants to go for a walk with a wet strap round their chest?
I've contacted Garmin about this, they say that I need to do a warm-up for 10 mins before starting my activity, but this makes little difference to the incorrect HR readings.
