I already owned a Vivoactive 3, Vivoactive 4 and Venu 2 . On all watches, but especially on the Venu 2, the user interface was very smooth. But on the 965 it constantly stutters when scrolling through the widgets. I'm just wondering why?

Yes, you are right the ui is a bit laggy. To restart the watch is not helping here...

Yeah, lots of lag; I haven't noticed scrolling stuttering, but it doesn't always respond to button presses when it is "doing something" (it seems to have lots of wait states, where I need to wait for the UI to decide it's finished with something before button presses register). I sold my Epix 2 (first version) because it was heavier than I like, but its UI had no lag, responded to button presses immediately, and was all in all much faster in responding to things. This (newer) 965 is so slow and pokey, I'm wondering what the *** the developers DID to make it that way.
What are time implications of this on data display, eg totals, records etc?
History widget and last activity glances will be empty. No change to history totals or personal records.
