I used FR745 and had the same issue.
So far, I did not get any solution. I ever tried to reset to factory setting someone mentioned, but it did not help.

My cadence switches between 180 and 90 during the run, skewing the average cadence values to 110–130 SPM typically.
I've been in contact with Garmin Support, had several back-and-forth emails, but the only suggestion has been to restart the Garmin. Since then, radio silence. It's quite annoying, as I did used to use the cadence reading to keep my form in check. Historically, it worked fine, then suddenly this issue arose.
Have u tried with external sensor i.e. other watch or pod to compare the data? Have u tried lending your watch to your friend who has similar cadence with u? I tried both and found out the watch was alright all this while. I then record my video of running and noticed my arm swing is not obvious moving forward and backward hence the accelerometer in the watch couldn't capture the data. Another thing to try is, go with strength mode, try to do push up. If the watch can detect your rep correctly then your watch accelerometer is working well. Check your arm swing. I have solved mine.
