Irregularities in pace

The above photo is from one of my workouts today.  Notice all of the quick drops in pace.  I see this on a lot of my runs.  I always attributed it to jumping up and off of curbs but the example given above had no curbs or sidewalks to deal with.  Any idea if this is just a glitch with the gps or is this something in my running?  Drops are in the 20-25 sec range.  I would think I would notice that if it was something with my running. 

Ideas?
