I consent to Garmin adding me to its internal case. I consent to garmn accessing my account. I am comparing to a Tanita ironman scale and the previous model Garmin scale. My Garmin S2 registers 27.4% Vs Tanita 21 %. The older Garmin scale registered 18%. My activity level is set at 6, this is matched to my current training.

Hi Garmin Blake, why the Gamin Index (also the old one) ask the user to choose the activity level if in Garmin Connect there are all datas to choose it in a more correct way?
Also 24/7 HR datas impact on fat consumption, for example, and not only sports. Garmin could calculate it better than an normal user and ask users to do it is not the best way to have accurate datas, I think.

None of these factors mentioned in the article made any difference to Index 1 and I suspect that it remains the same with Index S2. There are issues with your algo.
Thank you for making a case, however, we would still like consistent updates on the progress of the case so that we know whether there will be a solution soon. I agree with RickM, none of the factors in the article apply, both scales were used as instructed by Garmin.
