Power phase angle wrong on Rally RS200 pedals

I'm trying a set of used Rally RS200 pedals, but the power numbers aren't even close to right.  I think I've traced it to the right pedal not correctly reading the phase angle.

I have re-set the installation angle multiple times, calibrated, checked batteries, switched batteries between pedals cleaned, oiled contacts, unpaired and re-paired, undated the firmware in the pedals and my Edge 530, etc. etc., but it is still the same.  I road them for 40km yesterday, tried sprints, re-calibrating several times along the way, still the same. 

Are these broken, or is there something else to try?  he right pedal seems to be stuck reading the wrong angle.

  • Much easier to use Garmin Connect on the phone for most things though, like pairing and un-pairing the right pedal, checking the pedal battery status, etc.  Saves a lot of button pushing on an Edge 530, which I invariably have to do 3 times because I take a wrong turn in the layered menus.  I'm going to leave my phone paired with the pedals unless there is some pressing reason not to.

    Since Garmin is sending me replacement pedals as mentioned above, I won't be pursuing updating these ones past the released software V3.0.
