Garmin still haven't managed to fix their forum software

See screenshot below. This is the English language 1030 forum, but when I initially access it before logging in, the prompts are in German - "aufrufe" rather than "views", "antworten" rather than "replies", etc. Once I login, the prompts change back to English. I also sometimes get an error message when trying to post a message that says "Your posting frequency has exceeded allowed rates. Please wait 5 minute(s) to post again.", when in fact I haven't posted a message for several days.

I don't see that. Has anybody else reported these issues?

Maybe, it's a browser history issue.

I‘m in Austria (German language) and this English forum shows German words - logged in or logged off - which is very pleasant.

I have same problem with "Your posting frequency has exceeded allowed rates" error when I'm creating a post.

Try accessing in incognito mode and if that works clear all the cookies out for the site.

AuldNik - This seems like an issue with the browser and not the forum itself. Could you please try clearing your cache and browser history.

It's an issue of the forum software mis-using the cookie/caching of the browser. Not the browser itself.
