Same problem. It is look like watch frozen. It works few seconds after restart and after that again frozen - buttons do not work.
Same here. If I press and hold the ABC, GPS or SET buttons it starts working again but only for a few seconds.
Exactly the same for me. Pressing and holding the CTRL or MENU buttons does not appear to do anything, but ABC, GPS and SET buttons do. As observed by Tim, this unlocking only lasts for a few seconds. Severley cripples the usability of the watch for activities. Suggest a rapid fix is needed or roll-back to the last known working version of the software as a matter of priority! NB manually regressing the software version is likely to lose personal settings for activities and the auto-update could over-write v12.10 to go back to the same situation.
Another user reported that the Master Reset helped resolving the issue:
Thanks for that. I may give it a try if nothing better is forthcoming. I can only see this as a work-around, however, to a poorly implemented software update. My understanding (and observation) is that the incremental s/w updates should be possible without losing any personalisation of the watch. I presume that the Master reset takes the watch to factory condition (deleting any personalisation). I have several special activities that I've created, and alarms etc. set on some of the standard activities that I'm loathed to have to re-program unless absolutely necessary.
Make a full backup of the device storage, and you should be able to restore most of the settings, including the custom activity profiles. If you want to wait till Garmin releases a new firmware version, it may take a few days. Rolling back to the older version would reset the watch anyway.
and losing all personal data. great! thank you garmin.

As written, make a full backup and restore the settings that won't be synced back from the Garmin Connect account after reconnecting it.
.. see the details here for the backup:
