In Garmin Explore app version 4.0.3 (iOS) and version 4.0.6 (Android), TopoActive, Satellite Imagery, and USGS Quads can be downloaded in offline maps without a subscription.

Hello Garmin-Chris -- I tried to reply to the email you sent re my other thread about creating courses in the Explore app. However, when attempting to send you my email, I get an error message from your server: An error occurred. Please try again or contact your administrator. Not sure what's up with that. Not sure how to proceed.
My sense is enough people complained that the leadership at Garmin put the topo maps back as they were. I complained directly to Garmin. It was ridiculous that I’ve spent over a thousand dollars on their hardware and have a monthly subscription for the inreach mini 2 and then they wanted more!
imagine if you will this scenario. You planned a trip got all the maps on set. Then the morning of your trip you turn on your device and it updated so that you have to redownload your maps and pay a subscription! I can’t imagine the uproar from the Garmin customers. At least Garmin woke up. I was researching Garmin alternatives in order to not pay another subscription. I’ll stick with Garmin for now since they made the topo maps available again. On a side note, the free topo maps they were using to replace the usgs maps, absolute garbage with almost no information at all.
I complained directly to them, called their money grab for what it is, and then they push an update with the USGS maps. Except, they didn’t. They moved to a vector map reimagining of them. Sure, there may or may not be more detail, but they are ugly as sin and are harder to read than the original raster maps. There’s a reason people still want raster maps. Thanks for fumbling it on the one yard line Garmin.
Thanks to all the complains, the free USGS map came back, now ugly as sin.What now? Should the subscribers complain in the same way? Because getting unwanted a worse map, not mentioning it in the update information. Please Garmin, don't punish subscribers and bring them back the nicer looking map.
They switched to a horrible vector version of the USGS raster maps. Sure, complain, but don’t hold your breath that they will switch back. Frankly, I am amazed that they’re-enabled it at all. They think their version is better than decades of design.
What makes you think the USGS map layer is a vector map? Because it is definitely not...
