I assume your not the only one who has traffic working on a 3790T
On the European model there is an extra aerial lead coming out of the chunky in lead box, which is meant to "improve" european reception.
So I assume there are more FM "problems" in Europe than the USA.
At Garmin's request I have sent my power lead back to Garmin for a replacement which "should solve" the problem...
I'm not holing my breath, others have reported that a lead change has made no difference..

I just bought a 3490LMT and am also having traffic issues.
I live north of Boston and keep losing the traffic signal even when I am within strong signal coverage.
After I updated my map and firmware two weeks ago, traffic doesn't show anymore. The icon is there, but always stays green and when viewing the large map, there is no traffic information.
I just spoke with customer support at Garmin and the guy actually said to me that it seems like the traffic is not being reported by NAVTEQ. Seriously? For two weeks in the St. Louis Metropolitan area, traffic hasn't been reported?!?!?!?! Wow. It certainly is on the NAVTEQ website. Google has it as well.
I'm not sure what will happen here, but I will keep checking back.
