Hi, can somebody please tell me Why Garmin Connect shown farthest is 21.71km but no half marathon personal record?

It clear shown for half marathon running distance 13.2miles=22km can be record as a PR, why my distance 21.7km not?
13.2 miles does not equal 22 km. It's more like 21.2 km. 21.2 would be fine, perhaps even 21.4 would qualify, but 21.7 is simply too long.
Anyway, just to move things forward, you can manually set your activity as a personal record for half-marathon. In the upper right corner of the activity screen there is a gear symbol. Click it and select "Set as personal record".
The ">‑HR should be able to detect one or more new personal records">vívoactive‑HR should be able to detect one or more new personal records on the fly, without being subject to the limitation that the total distance of the run must match a typical race distance closely, as long as you actually exceed that distance. For a half marathon, that's 21.0975km, so if you'd actually run 21.71km your VAHR should have picked up you fastest 21.0975km stretch within that. My guess is therefore that your half marathon PR either did not get accepted by you in Garmin Connect after the activity record was uploaded, or you accepted it but then it got obliterated when you edited the activity record in GC.
