This is not up to Garmin, but up to Google. So if you want YouTube Music on your Garmin you have to submit the request to Google.

It is up to Google to provide a YouTube Music API. Then it becomes possible to develop a Garmin app. Without this API it is even impossible to develop such an app for Garmin themselves.
