Huh? Goals are accessible through Garmin Connect Web. That's free, and you do not need any Strava for it at all.
Can one not create a goal for ascent? I also find it surpising that the app is limited to what is available on the web application. Managing your goals whilst on the go is such an important function.

Really? I usually set my goals well in advance (typically at the start of the season), and definitely before leaving for a trip. It is certainly not a critically needed feature on the go, but if you really need to add a goal when not home, you have certainly a browser on your phone too, and can add it on the web interface of GC.
But this thread is about the mobile app, not via a web browser. The fact is that it's not available until you access Garmin Connect via a browser and that's something that Strava has over Garmin Connect atm. The web app isn't really practical on a mobile device, this is why the app exists.
