I get a message:
“Install BaseCamp.pkg” can’t be opened because Apple cannot check it for malicious software.
Any workarounds or is a software update required?

Try to download Garmin BaseCamp directly from the App Store It works.
There's another workaround.
I'm now up and running with 4.8.6. Thanks for the workaround.

This is most certainly a bug in Garmin's installer. However, you can extract BaseCamp from the installer file with the help of Pacifist (https://www.charlessoft.com/) - which is nothing else than what otherwise the installer does. Pacifist is shareware and has a trial period.
On my Mac with macOS 10.14 Mojave the installer works; that it does not work with macOS 10.15 Catalina has probably to do with additional "security" requirements from Apple (who always work tirelessly to protect us ever more from the evils of this world).

I see there is also another thread on this subject. I should have posted there. It must be a software bug so I'll give them a little time to fix it.
If no results I'll try workarounds. Right now I have 2, yours and a suggestion that worked with another app that would not install on Catalina. It is using a command in terminal "xattr -d com.apple.quarantine/" I'd have to play with the parameters to make sure I'm pointing to the correct file/location for this one.

Anther work around.... from the apple > system preferences > Security > General > Open the locker on bottom left > autorise apps from APP Store and identified Developers (lower half of the window). Works fine for me . 8.4.6 is welcomed to support non mass storage device like Fenix 6x.

The Basecamp which is loaded from App Store does not show maps on SD card. notes: "Valid Chart Product not found"
You should have a notification on BaseCamp window (top right of the panel) you have to give authorisation to let garmin access the sd card.
