Vivomove 3 not receiving firmware updates after 4.00

One of my two Vivomove 3 watches is not receiving firmware updates after 4.00. 

These watches seem to be looking for updates in different servers.

1) Serial number 67U009020; it has English and other European languages

This one has received firmware updates up to version 4.90

 2) Serial number 67U015609; it has English and Asian languages

This one has not received a single firmware update after version 4.00

Garmin Express does a firmware lookup and tells me "You are up to date" 

Garmin Connects does not update the watch either.

It seems to me the server where Garmin Express (and Connect) go to check if the update is available for this particular watch is actually not being updated by Garmin.... 

Everything seems to be working normally in terms of synchronizing activities, even the firmware lookup seems to be going to try to find it but it doesn't

This makes me think Garmin forgot to update the Asia Pacific server where the firmware updates are supposed to be hosted. 

What do I need to do for the second watch to receive new firmware?

Can I manually download a file and somehow update the watch?
