Hi,
Pairing with a phone may not enable data uploading automatically. I think you will also check other settings as well ie:
Set - Device\Device Settings\Auto Upload =ON
Set - More\Settings\Profile&Privacy\Data\Device Upload =ON
You may also need to enable mobile data upload for Garmin Connect in your phone settings.
Got the same problem. Wanted to connect to a new IPhone.
Pair works fine, I Can find it on My list of Bluetooth devices, and when to finalize the Edge does not appear in the Garmin app list of devices and by this I can’t finalize and track My rides etc.
I have tried to re-install the app, closing the app, close edge and turning it on again. I am refusing to reset the Edge to factory settings.
Any one having good suggestions on how to resolve this?

I was having issue on my iPhone on 13.5, finally updated to 13.5.1 and was able to pair again.
Garmin when is this issue going to be resolved. I've personally been dealing with this issue for over almost two years and no amount of unpairing, repairing, uninstalling, resetting or other ridiculous unnecessary avenue will allow my device to auto upload even though my devices and phone say they are paired and connected. The device list constantly says they there is a sync error and a red exclamation mark so is it paired or isn't it?! Had I known that no software or firmware update for the last couple of years would resolve this I wouldn't have forked out the money I did for this effectively featureless paperweight.

Uninstalled and reinstall the farming app
Delete the Bluetooth connection and reconnect it
and nothing worked! Until I heard about a hard reset!
1. Turn your edge 520 off
2. hold the relapse and start/stop Buttons
3. turn the edge 520 on, while still holding the 2 Buttons
4. after about 25 seconds if the garmin logo doesn’t disappear let go of the Buttons now you harming has to be reinstalled from the Beginning
(FYI: you will lose all your previous rides on your device)
