Activity transfer to Connect app in Airport mode -- not working.

Should I expect watch activities to transfer to my phone when there is no wireless and cell connectivity?

When camping and totally offline, no activities transferred to the Connect app on my android 8.0 phone.  My heart rate and my step count updated on the app (v 4.20) .

Starting the transfer from the app or from the watch, either way I saw a spinner on the app and "transfer in progress" on the watch. These states lasted at least 20 minutes, after which I stopped monitoring.  There were 3 short activities to transfer (one was "indoor walking", two used GPS).  I rebooted both devices and tried again with the same results.  When I returned to cell and wireless range I found all activities had automagically arrived on the phone.

I just collected an "indoor walk" at home. I put my phone in Airport mode before I finished the activity and the same thing is happening.  The watch says "Transfer in progress".  My phone says "no internet connection" as expected and showed a brief spinner.   This has lasted more than 10 minutes. My heart rate is updating on the phone.

Is this behavior expected?  I would be disappointed to learn I can't view activities on my phone when I am camping.
