Garmin Edge Explore doesn't charge to 100%

I bought a Garmin Edge Explore a few days ago and since the first charge it never went to 100%, highest it would charge was 98%, a few days later it doesn't charge above 93%. I could leave it on charge for hours and it doesn't go any higher. Anyone else having this issue and have a fix or should I just return it?
