I am considering buying a Garmin Edge 1030 plus European model but I live in North America. Can I Uninstall the Euroean map that was pre installed and replace with North America?

If you are talking about the 1030+, you are in the wrong forum!
-------------------------------------
The 1030 only provides maps for its "home region".
The 1030+ provides world-wide maps.
====================
The following concerns the plain-old 1030 (not the plus).
You can't change the "home region" for the device (as far as I know). So, you won't be able to change the default map to be North America.
You can buy the NA map from Garmin but you'd have to purchase update for them. This is a big annoying because the newer units (like the 1030+) provide world-wide maps and updates for them for free.
You can get free maps from other sources. Be sure the pick a "Latin" version! These work fine and use the same source for map info that Garmin does (Openstreetmap).
One source is:
Put the *.img file in \Garmin on the drive that shows up when you plug the device into a computer.
The 1030 lets you add a microSD card if you need more space.
