Who would know... It is sadly in keeping with the normal standard of Garmin communication. Usually they get to 80% and then go home for the weekend - this time they got to 10% and just gave up. If I was really cruel I could say that the 10% deployment accurately reflects the portion of the software that usually works well; but I'll probably keep that opinion to myself

I've been in IT since, well, before it was called IT. I don't have any specific information w/r/t the 9.50 update for the 1030, but generally if a rollout is paused after early deployments, you probably don't want to rush to be in that first group to get the update. Same goes for PC updates, phone updates, heck, even appliance updates if you have connected appliances. YMMV.
Does seem to indicate the reason for the phased rollout is to limit the blast radius if a major bug is discovered. I still think it makes sense to have a manual download option for early adopters who would typically test the betas as they're generally the more tech savvy users who would spot issues and feedback quickly.
