I am sorry to hear you are having this issue. If you are not receiving notifications, I would recommend trying the following steps. 

• How Do I Set Up Which Notifications Display on My Garmin Device?
• Garmin Device Not Receiving Smart Notifications From Phone
• Ensure the phone OS and the Connect app are up to date. 
• Ensure the notifications are enabled in the watch menu: 
  1. Hold the Menu button
  2. Select Connectivity
  3. Select Phone
  4. Select Smart Notifications
  5. Ensure all versions are enabled

Since you have also tried resetting the watch, if this continues, you will want to reach out to Garmin Product Support.
