        I also experienced the same problem a few months ago; out of the blue, I could not change the settings of one of the applications I had published in the Garmin store. It was only a beta version so I did not worry about.

        Today I've tried to upload a new one and the problem is still there: I can only change the settings using the Garmin Express application, but not with the Garmin Connect Mobile application (using iOS).

        Garmin team, would you please fix this issue?
