Less of a bug, and more of an issue with the documentation.
This page - https://developer.garmin.com/connect-iq/user-experience-guide/page-layout/ has two issues with the 64 color palette;
Firstly, "0xAA0000" is represented twice, the correct value for the first instance should be "0x55FFFF".
Secondly, the colors represented are not the actual colors! When using a colour picker, you'll notice they are off by a margin.
Having the right colors is useful if you're trying to build a palette in something like photoshop or gimp.
I've attached the correct color palette image to this post.
