If so, then you have to change your location of the global Garmin account at https://www.garmin.com/en-US/account/profile/ to the respective country, force-stop and restart Connect, and then try to connect the watch again. Although, if you managed to add it through Express, and see it in Garmin Connect Web, then you perhaps just use a different credentials in the phone app, than on the web and in Express.
