I just encountered this with my wife's new Lily. I could connect it with my Android Phone easily but on the IPhone it could not detect Bluetooth first and then could not pair - very frustrating!!! The steps I took to resolve this were:

1) Activate Bluetooth on iPhone: Set the Bluetooth off on iPhone and turn off. Turn the iPhone back on and turn the Bluetooth on. Check settings on iPhone for Connect App that Bluetooth is on

2) Remove iPhone cover - my WIfe's iPhone cover has glasses on back. This just ensures no physical obstructions to iPhone Bluetooth

3) Connect New device to Garmin Connect and select Lily

4) On Lily watch, go to Bluetooth settings and Pair phone.

: The Connect App found the Lily and then I could enter the PIN on the iPhone to pair these properly

There are 2 places you need to have Bluetooth turned on:

iPhone Settings > Bluetooth > Toggle On
iPhone Settings > Connect > Bluetooth >Toggle On
